Excellent - keep pushing back and he'll go away in the end.
What's a UPD? Unitary Development Plan - a huge great document every local authority has to issue, which has two major fuctions:- Zoning, saying what categories of developments will be permitted where within their area, and the rules that they will apply when planning permission is received for those developments.
Adopted UDP is as adopted by the council in '94. Modified UDP is as later modified to avoid a complete re-issue.

<a href="http://www.redbridge.gov.uk/files\publications/1524-405.pdf" ES8 - requirements for parking spaces </a>
In <a htref="http://www.redbridge.gov.uk/files\publications/1509-395.pdf" The modified UDP policies document</a> ES8 on page 28 has the rules for rhe sizes of parking spaces. ES13 on p31 and ES14 on P32 cover tree coverage and works to trees.
As top what the LP.EN.6,7,8 policies are, who knows - but they'll be in there somewhere.
Guess who's a) bored at work and b) been helping his mum recently in opposing a planning application.
